Governance and Local Accountability Board

In September 2025 our school joined Triumph Learning Trust. This marked an important change to our governance structure and the way the school is overseen and supported.

Our school continues to have a governing body known as the Local Accountability Board. The Local Accountability Board works on behalf of the trust to provide local oversight, support and challenge. Its role includes monitoring standards and outcomes, safeguarding, the wellbeing of pupils and staff and ensuring the school’s ethos and values are upheld.

Within Triumph Learning Trust there are three levels of governance which work together to ensure accountability and effectiveness.

Members

Members sit at the top of the governance structure and have a strategic and constitutional role. They agree the trust’s articles of association which define its charitable purpose and how it operates. Members appoint trustees and have the power to remove them if necessary. They also receive the trust’s annual accounts and report and hold the Board of Trustees to account for the overall performance and direction of the trust.

Board of Trustees

The Board of Trustees has overall responsibility for the governance and strategic leadership of Triumph Learning Trust and all its schools, including our own. Trustees are volunteers who are appointed because of the skills and expertise they bring from a wide range of backgrounds, including education, finance, business and the public sector.

The Trust Board’s core responsibilities include:
• setting the strategic direction of the trust
• overseeing financial performance and ensuring that money is well spent
• holding executive leaders to account for educational outcomes, safeguarding and standards across the trust

While the Board of Trustees retains ultimate accountability, it delegates aspects of day-to-day oversight to each school through a clearly defined Scheme of Delegation.

Local Accountability Board

Each school within Triumph Learning Trust has its own Local Accountability Board. This is the trust’s approach to local governance and ensures that schools benefit from strong local knowledge and community involvement.

Our Local Accountability Board is made up of parents, carers and members of the local community. It works on behalf of the Trust Board to provide local oversight, support and constructive challenge to the Headteacher and senior leadership team.

The Chair of the Local Accountability Board is Mr Tom Reed. He can be contacted by letter or email via the school office.

Role of the Local Accountability Board

The Local Accountability Board focuses on key aspects of school life to ensure that pupils receive the best possible education in a safe, caring and well-led environment. Its core areas of focus include:
• standards and outcomes
• safeguarding and child protection
• curriculum, teaching and learning
• behaviour, attitudes and personal development
• pupil and staff wellbeing
• ensuring the school’s ethos and values are upheld

The key roles of the Local Accountability Board are to:
• offer proactive support and constructive challenge to the Headteacher
• advise the Board of Trustees on local issues affecting the school
• monitor the school’s performance and progress
• ensure safeguarding arrangements are effective
• represent the school within the local community and strengthen links with parents and carers

How the Local Accountability Board works

Local Accountability Board members meet regularly throughout the year with school leaders. In addition to formal meetings, members visit the school to develop a deeper understanding of teaching, learning and wider school life. These visits help ensure that board members are well informed and able to provide effective support and challenge.

Through this structure, Triumph Learning Trust combines strong strategic oversight with meaningful local involvement, ensuring our school is well supported, well governed and focused on providing the best possible education for every child.

Tom Reed – Chair of Local Accountability Board

My wife and I live locally and we have three children in reception, year 4 and 6.  I’d like to think that means I have a good sense of school life and what matters to parents/carers and our community.  In my professional life, I’m a civil servant that helps Further Education Colleges improve their education outcomes and finances.  I am always interested to speak with parents and members of our community. Dean Harrison

I was previously the Chair of Cawston Grange Primary School between 2022-2025 and first became a trustee in 2018. During this time, I have undertaken a number of different roles including chairing the Finance, Audit and Risk Committee. I now have two children who enjoy attending the school. My professional background is in Governance, Risk and Compliance so I understand the value effective governance (and support) can bring to organisations. Following the school joining Triumph Learning Trust, I will be taking a role on the main trust board.

Jeremy Brown

I am currently Head of Service & CAS at Rugby School and have worked in education in Peru, Kenya and the UK. I’m committed to fostering community engagement and supporting the development of young learners. As a trustee, I aim to contribute my experience in partnerships and service programmes to help the school continue its excellent work in nurturing both academic success and personal growth. I’m passionate about ensuring a well-rounded, inclusive education for all. I live in Rugby with my wife and two children.

Mary Gill

I am a parent of two children, one of whom went all the way through Cawston Grange and the second is currently in Y5. I am delighted and proud to be part of such a lovely school community and want to help ensure that all children, no matter who they are, are able to receive an excellent education and take advantage of all the opportunities available to them. My day job is a Business Analyst which involves a lot of investigation and asking questions. This gives me the right skills to be a ‘critical friend’ to the school and help make sure the leadership are held to account to deliver a wonderful school experience for the children that we as parents and carers entrust with their care every day.
